A driving licence in Surat is issued by the Regional Transport Office under the Motor Vehicles Act, 1988, through the Parivahan Sarathi system. Most delays are not at the driving test. Learner’s licence, then permanent licence
You first pass the learner’s test and hold a learner’s licence for that class of vehicle. The permanent test is booked after the waiting period in the rules, which is generally 30 days. The class you choose — motorcycle with gear, motorcycle without gear, light motor vehicle, or a transport class — decides the form, the fee, and the vehicle you must bring.
Documents that have to agree with each other
Age can be shown with a birth certificate, PAN, or passport. Address is often shown with Aadhaar, a rent agreement, or a current electricity bill. If the light connection is still in an old owner’s name, the bill may not support your address until a name transfer is done. A passport address and the licence address do not have to be identical, but each application must match its own proof.
Renewal, duplicate, and correction
Renewal, a duplicate after loss, and a change of address are not filed as a fresh learner’s application. Transport licences and applicants above the age set in the Central Motor Vehicles Rules need a medical certificate in Form 1A. If your name has changed, the licence correction should follow the same name that appears on Aadhaar or the gazette, or the RTO will not amend it.

We do not conduct the driving test, and we do not collect the government fee as if it were our charge. The fee on Sarathi is paid to the transport department. Our work is to make sure the file you carry to the Surat RTO is the file that application actually needs.
